Got Scammed! Do I have a case?

I recently posted my car for sale and recived an response off a guy wanting to trade for his vehicle which was for sale. I was wary at first but was ured in writing that his vehicle was sound and in great condition. It seemed like a fair deal to me. I went to check out his car and took it for a test drive and everythign seemed fine, he said he lost his inspection papers but was 100% positive that it would p (in writing too) and even gave me the money to pay for the inspection. This was on Friday. I had to wait the weekend to get an inspection and took it in this morning (monday). I then found out that the vehicle needed $1500 worth of work on it and did not p the inspection. I got scammed! I wrote to the guy and told him about the problems and he offered to help out with fixing the car. Which i thought was fair. I sent his the information from the mechanic on what needed fixing. As soon as he saw the $1500 price tag he went back on helping me. He told me that it was as is and that i have no chance of getting my vehicle bad and pretty much too bad so sad. I have written proof and a witness to his claim of a fine vechile and his ad saved and printed. I told him that i eitehr wanted him to pay for the car to be fixed or I want my vehcile back. He refused both. I even lowered the $1500 price tag to $600 just to see if we could get this settled. I thought about small claims court but he said they would laugh in my face. I've only had this car 3 days and its falling apart! Do i have a case? What steps can i take to either get my car back or money to fix this piece of junk he gave me? What do I do?
