What do you think about this theory?

The president of china is hu jinTao.He claims to be a atheist.There are rumors that he is a closet confucian.In confucianism, it says that you don't need to follow a leader if he does not have the "mandate of heaven", which is some semi-divine right to rule through morality.I believe because of the rather prominent number of Confucians in china, the Chinese government started this rumor to atleast give off the impression of hu trying to follow the mandate of heaven.Does that make sense?
